Richard W. Withers is a Senior Attorney with Brown, Garganese, Weiss & D’Agresta, P.A. He has significant experience in representation of two Florida School Districts (Nassau and Collier) in a variety of legal matters including general commercial and personal injury litigation, civil rights claims, labor and employment litigation and arbitration, disability claims, workers compensation and special education claims and a wide variety of commercial transactions. Mr. Withers has also had significant experience in defending claims raised under the Federal Defense Base Act, Death on the High Seas Act, Non-Appropriated Funds Personnel Act, Longshore and Harbor Workers Compensation Act and under the Jones Act.
Mr. Withers serves as an assistant school board attorney for the school boards of Indian River and Osceola Counties and has served as special counsel for a number of Florida school districts and local governments in disability, discrimination and personal injury claims.
Mr. Withers is admitted to practice in Florida state and federal courts, including the United States District Court for the Middle District of Florida, the U.S. Court of Appeals for the Fifth Circuit and the U.S. Court of Appeals for the Eleventh Circuit, the United States Court of Military Appeals, and in hearings before the Florida Division of Administrative Hearings and the U.S. Department of Labor Office of Administrative Law Judges.
Mr. Withers earned his Bachelor’s Degree and Juris Doctorate from the University of Florida.
